20% of looked-after children had a disability at 31 March 2004 (17 per cent in Scotland)
23% of looked-after children had three or more placements at 31 March 2004 (30 per cent in Scotland)
20% of looked-after children in residential care at 31 March 2004 (13 per cent in Scotland)
Renfrewshire Council said the area was more disadvantaged than average.
"The council has shown progress by introducing family support programmes," said a spokeswoman. The council had "greatly expanded" use of foster care due to the number of children looked after because of parental drug and alcohol misuse, she added.
