23% of looked-after children are under five (18 per cent in Scotland)
11% of looked-after children have a disability (17 per cent in Scotland)
4.6 per 1,000 children aged 0 to 15 on child protection register (2.4 per 1,000 in Scotland)
Edinburgh's social work department has recently introduced an independent children's review team to look at all cases of children who are looked after and accommodated. It has increased the number of carers it employs and is looking at ways to remunerate carers differently. The council says one of the main reasons that it's looking after a higher than average number of children under five is an increase in neglect by parents with drug or alcohol problems.
