16% of looked-after children had three or more placements during 2003/04 (13 per cent in England)

26% of young people leaving care with at least one GCSE at grade A*-G or a GNVQ in 2003/04 (49 per cent in England)

87% of looked-after children placed for adoption or in foster care at 31 March 2004 (81 per cent in England)

473 average gross weekly spend per looked-after child in foster care in 2003/04 (349 in England)

Southend-on-Sea received a one-star rating in 2004 from the Commission for Social Care Inspection. But the commission said the council's workforce problems in the region had affected performance.
