10% of looked-after children with three or more placements during 2003/04 (13 per cent in England)

26% of young people leaving care with at least one GCSE at grade A*-G or a GNVQ in 2003/04 (49 per cent in England)

80% of looked-after children placed for adoption or in foster care at 31 March 2004 (81 per cent in England)

2,140 average gross weekly spend per looked-after child in a children's home in 2003/04 (2,048 in England)

A 2004 Commission for Social Care Inspection report on Sheffield's services for children and families found work to revise the placement strategy for looked-after children had increased placement choice. The commission gave the council a two-star rating in 2004 and said it was serving most children well.
