12% of looked-after children with three or more placements during 2003/04 (13 per cent in England)

45% of young people leaving care with at least one GCSE at grade A* to G or a GNVQ in 2003/04 (49 per cent in England)

82% of looked-after children placed for adoption or in foster care at 31 March 2004 (81 per cent in England)

2,459 average gross weekly spend per looked-after child in a children's home in 2003/04 (2,048 in England)

A spokesman for Norfolk County Council said: "Norfolk council has improved in all areas except its spending on looked-after children, which remains above average.

"Improving educational attainment is a priority, and summer schools have been a great success."
