13% of looked-after children with three or more placements during 2003/04 (13 per cent in England)

72% of young people leaving care with at least one GCSE at grade A*-G or a GNVQ in 2003/04 (49 per cent in England)

84% of looked-after children placed for adoption or in foster care at 31 March 2004 (81 per cent in England)

1,627 average gross weekly spend per looked-after child in a children's home in 2003/04 (2,048 in England)

The Commission for Social Care

Inspection gave Portsmouth a two-star rating in 2004. It said it was serving some children well and rated its capacity for improvement in children's services as promising.

The percentage of care leavers with at least one GCSE at grades A to G has improved significantly.
