- 607 average gross weekly spend per looked-after child in foster care in 2003/04 (349 in England)
Kamini Rambellas, head of children's services at Hillingdon council, said: "As a port authority with Heathrow within its boundaries, Hillingdon looks after a large number of unaccompanied asylum-seeking children, making its looked-after children population very large. Asylum-seeking children represent more than 40 per cent of Hillingdon's children in care."
