- 25% of looked-after children are in care as a result of absent parenting (7 per cent in England)
- 18% of looked-after children are in a care home or hostel (12 per cent in England)
- 7% of looked-after children have three or more placements during the year (15 per cent in England)
Islington, in north London, has the highest proportion of looked-after children of any council in England. Double the national average, more than one per cent of the borough's children are in care. Islington has, however, managed to reduce the number of looked-after children significantly over the past few years. It also has a good record of placement stability - with half the national average of children having three or more placements in a year.
