Shannon Clarke, Wiltshire County Council's head of looked-after children, said the authority was determined to improve placement stability for children.
Last year it launched a crisis intervention service to support children living at home and in foster care.
"We are engaged in work on our commissioning strategy to address the high cost of children's residential placement," Clarke added.
