The council announced seven test areas, comprising six local authoritiesand an independent fostering organisation, Foster Care Associates.
Alison Banks, deputy director for Foster Care Associates said it waschosen because it has a wide variety of new carers willing to trial thestandards, and carers who have been with the organisation since 1994 whothey can compare experiences with.
"We have 10 households, from rural to city communities, they are singleand couples," she said.
Other participants include Cumbria County Council, BuckinghamshireCounty Council, Leeds City Council, Wirral Metropolitan Borough Council,Somerset County Council and the London Borough of Tower Hamlets.
