"There is no magic wand in Wigan," says Tom O'Dwyer, strategic manager for children in care, on the council's steady improvement on placement stability over the past four years. In 2004, 64 per cent of looked-after children had been in the same placement for two years or more or placed for adoption. By 2008, that figure had risen to 73 per cent.
