Since 2004, Hartlepool has been successful in making steady improvements in the stability of placements for its looked-after children.
Only 46 per cent of looked-after children aged under 16 were in a placement lasting at least two years or placed for adoption in 2004. However, this figure rose by 18 per cent in the period up to 2008. Jim Murdoch, who heads up the service for looked-after young people, attributes Hartlepool's success to the levels of support available to foster carers and social workers.
