The London Borough of Ealing has achieved a dramatic improvement in placement stability for its looked-after children over the past four years.
In 2004, 20.7 per cent of the children in its care had three or more placements in a year, seven per cent higher than the England average that year.
By 2008, just 7.5 per cent had experienced this level of placement upheaval, well under the England average for the year of 11.4 per cent.
