The London Borough of Richmond upon Thames has seen a steady fall in the number of looked-after children with three or more placements in one year over the past five years.

In 2004, the figure stood at 17 per cent, compared with an England average of 13.7 per cent. By 2008, under nine per cent of children in care were in three or more placements during the year, below the national average of 11.4 per cent.
