In March 2006, Torbay Council was lagging behind many other authorities in ensuring it provided stability for its looked-after children, but it has now improved.

2006 England 63.6% Torbay 52.9%

2007 England 64.4% Torbay 59.4%

2008 England 65.3% Torbay 64.7%

2009 England 67% Torbay 66.2%

In March 2006, Torbay Council was lagging behind many other authorities in ensuring it provided stability for its looked-after children.

Just 52.9 per cent of children in the authority's care had been living in the same placement for at least two years. But with a concerted effort focusing on both the needs of the child and support for their carers this figure rose to 66.2 per cent by the end of March 2009. Although it is still a fraction behind the national average, Torbay is determined this will not be the case for long.
