2005 - 52% Waltham Forest; 64% England average

2006 - 56% Waltham Forest; 65% England average

2007 - 70% Waltham Forest; 65% England average

2008 - 79% Waltham Forest, 67% England average

In 2003, Waltham Forest Council in east London was placed in special measures after a critical inspection by the social services inspectorate. The report resulted in the council scrutinising its services in order to make the drastic changes needed to improve the department's work.
