The funding will help Fairbridge centres in north Teesside and Tyne and Wear develop courses for 13- to 25-year-olds at risk of committing crime or becoming socially excluded.
A spokeswoman for Fairbridge, which helps young people from inner cities, said: "There is a skills shortage in the North and these young people are disadvantaged enough."
The training will be integrated into existing courses such as cookery, where students will use the internet to check the price of ingredients or find recipes.
