Robert Brown, deputy minister for education and young people, was responding to an amendment to the joint inspection of children's services and inspection of social work service (Scotland) bill.
The legislation gives ministers powers to require two or more public bodies to jointly inspect services for children, led by HM Inspectorate of Education.
