Scotland: Laws will reform child protection

Scotland's child protection system will be further reformed by legislation announced by the Scottish Executive this week.

The Joint Inspection of Children's Services and Inspection of SocialWork Services Bill will bring in joint inspections of services and giveinspectors legal powers to access to information.

Education minister Peter Peacock said the Bill would reassureprofessionals that information about individuals and confidentialitywould be protected by inspectors.

But Ruth Stark, professional officer at the British Association ofSocial Workers Scotland, said: "We have to have inspection teams thatcan look at all the information available. It is important to make sureinformation is shared at ground level. This legislation doesn'tnecessarily help or enable that to happen."
