The British Association of Social Workers Scotland is "absolutely opposed" to efforts to create a single National Correctional Agency, said Ruth Stark, its professional officer.
"It's important that criminal justice social workers are in the same department as child protection social workers," she said.
She said this was one of the main lessons learned from the inquiry into the death of Caleb Ness, the Edinburgh baby who was killed by his father who was on licence from prison at the time.
Stark said she understood that the overwhelming response to a consultation on the Executive's plans, which closed at the end of May, was one of opposition.
