Scotland: Council considers protection failures

A report on the failings that led a Scottish toddler to be left in a flat with his dead mother for six weeks is to be considered by Edinburgh councillors next week.

The report into the case of three-year-old Michael McGarrity, whosemother was a recovering drug addict, was written by Edinburgh CityCouncil and NHS Lothian.

It went before the full council in private last week and will beconsidered by its children and families sub-committee on standards intwo weeks.

The sub-committee may recommend that the report is published.

The report is expected to exonerate staff at the child's nursery, whosay they called health workers with no response after he had notattended for a week. Two NHS Lothian health workers have been suspendedand the authority is continuing its investigation.

The child was discovered after nursery staff traced his grandmother whocalled the police. The nursery had not been told that the child's motherwas addicted to drugs.
