The independent commission will act to ensure Edinburgh residents aged up to 19 have access to services. It will also review council policies and act as a "critical friend" to the local authority, as well as the voluntary and private sectors.
The 230,000-a-year commission will also continue the work of Edinburgh Youth Social Inclusion Partnership, which closed at the end of March.
Funding for the commission is being provided by Edinburgh City Council, the Scottish Executive and other partner agencies.
