Funding for the Edinburgh Youth Social Inclusion Partnership will be withdrawn in March, along with that for other social inclusion partnerships.
The partnership's functions are being integrated into community planning partnerships.
But the Edinburgh scheme wants to set up a commission for children and young people to inform council policy and offer advice on involving young people in decision-making. Director Sandra Martin said the commission would have a "scrutiny role".
"We want to work with services to look at how they can be more accessible for all young people, but with a particular focus on those who are excluded from mainstream provision," she said.
