Social Care News: Scotland - Glasgow to close children's home

Glasgow City Council is to close a secure unit for young people that was the subject of a police investigation into the use of physical restraint by staff.

Kerelaw school in Stevenston, which houses 12 young people, is due to close in March 2005, said council leader Charlie Gordon. "We are seeking an alternative provider for the secure unit."

Scotland's deputy minister for education and young people, Euan Robson, said reports highlighted the council "did not address serious weaknesses in management and quality assurance. It is disappointing that the council did not act on earlier inspection reports."

Meanwhile, a report by Glasgow's social work director, David Comley, has found the number of teenagers leaving care at risk of serious harm has risen.

"Many move rapidly through a variety of placements and experience little stability," it said.
