The challenge

In Youth Matters, the Government announced its intention to invest 60m over two years to test the effectiveness of personal "activity agreements" to re-engage 16- and 17-year-olds not in education, employment or training (NEET). Connexions London East is one of eight partnerships that has been trialling this approach since April. But how has it managed to incorporate the agreements into its work?

The solution

The first step was establishing the staffing structure. With the 5m that the partnership was allocated to run the pilot, 18 project officers were appointed, in addition to three team leaders and one project manager.
