The challenge
The barriers facing young care-leavers in getting into further education, employment or training have been widely documented. In a predominantly rural county such as Norfolk, the barriers can be particularly severe. Local authorities have much to offer young people in terms of work experience opportunities. But as more and more councils use external organisations to deliver services, partnership work becomes increasingly essential.
The solution
Karen Searle, Norfolk County Council's project officer (corporate parenting), realised this in 2002, having been inspired by a seminar on the Who Cares? Trust's employability scheme.
Her concerted efforts led at the end of 2004 to the recruitment of the first dedicated personal adviser for young care-leavers. The Building Futures project started in February 2005.
