Projects need to work with teenage parents and those at risk of becoming parents and reach vulnerable and less well-served communities - that includes Black and minority ethnic communities, parents with special needs and parents of children with special needs. They should promote "active and positive" fatherhood, support couples and be part of developing a service infrastructure - so applications from groups that already do this kind of work should have an emphasis on new projects or ideas for improving services.
