Let me guess, it says: "Here are the wonderful things we've done and a picture of happy young people who've been personally advised?" Well yes, there's not a lot of light shone in dark places. But, as you imply, that's hardly unique to Connexions. This is a relatively brief document, much shorter than last year's version. Connexions says much material has been published elsewhere over the year.
So what do we find out? As Connexions was set up, much was made of the ambitious targets. Indeed, the outcome-driven appearance was a major worry to some who thought it would be inflexible and focused on behaviour modification rather than education.
