Is this what became of the Prime Minister's idea to, ahem, frogmarch louts to the cash machine? Yes, though how serious that ever was we may not know. We're all familiar with fixed penalty notices (fines to you and me) for offences such as parking, but the concept has been extended in recent years to provide "on-the-spot" fines to punish unacceptable behaviour. Provisions for Penalty Notices for Disorder (PNDs) were contained in the Criminal Justice and Police Act 2001, and then the Anti-Social Behaviour Act 2003 made it possible to issue notices for environmental crime such as graffiti and flyposting.

Earlier this year, we saw notices issued to parents of truants.
