The Government paper included proposals to support instant, restorative action by officers - the "apologise, clean that up and we'll forget about it" approach. Such resolutions would constitute successful outcomes. There would also be an extension of powers to require someone, at the officer's discretion, to avoid a particular area, along with other conditions. Then there was the Deferred Penalty Notice for Disorder (PND), which would offer the prospect of escaping a fine if the offender agrees to an acceptable behaviour contract (ABC) - this would apply from age 10 upwards, with parents of under-16s copping the fine if the ABC is broken.
