Is this the definitive view on antisocial behaviour orders (ASBOs)?
I doubt whether even the Youth Justice Board (YJB) would claim that. The research looked at how ASBOs are being used and the views of people involved - from young people and their parents to youth offending team staff, police and judges. Researchers picked 10 authorities - seven of them "high users" of ASBOs, and three low users. One high-user authority, it should be noted, refused to co-operate because the chief executive perceived the YJB as being "against ASBOs".
Which authority was that? Doesn't say - all authorities are pseudonymous - but we can hazard a guess it might be somewhere in the Northeast well known for handing out ASBOs.
