Although youth crime has come down quite substantially in most high Asbo-using local authority areas, other deprived areas that use Asbos more sparingly have also seen comparable crime-reduction rates.

There is no clear correlation between crime reduction and Asbos. Much will depend on the individual circumstances and the measures put in place to prevent Asbos being breached. The only way to really cut crime effectively is through early intervention.

They are an easy way to get young people into the criminal justice system. Nearly half of the 10,000 Asbos dished out in the UK have been given to youth. In 1998, Home Office minister, Alun Michael, said that Asbos would only be used against young people in "exceptional" circumstances.
