Analysis: Youth Justice - Antisocial orders come under fire

The flagship measure in the Government's crackdown on antisocial activity, the antisocial behaviour order (ASBO), is in trouble.

The Association of Youth Offending Team Managers last week warned that the power is creating a "twin-track" youth justice system where young people with ASBOs are ending up in custody for breaching the order without any involvement from the local youth offending team (YOT). Signs that ASBOs are already causing a rise in custodial sentences for young people are also emerging (YPN, 21-27 March, p2).

It has reached such a stage that Rod Morgan, the newly appointed chair of the Youth Justice Board, has felt it necessary to highlight the issue despite having barely got his feet under the desk.
