This is the stuff that prompted headlines about schools dishing out fines to parents isn't it? That's right. But while fines, sorry "penalty notices", could be involved, there's rather a lot more going on. There have been two consultation papers issued, both designed to back up provisions in the new antisocial behaviour bill that is currently before Parliament. One set of guidance is from the Department for Education and Skills (DfES) and is aimed at schools and local education authorities. The other is aimed mainly at youth offending teams and the courts.

And they are both about how to force parents to take more responsibility for the behaviour of their kids, right?
