The Community and Youth Workers' Union (CYWU) has agreed to ballot for industrial action if employers try to recover the money it cost them to implement 2003-04's pay increase.
Doug Nicholls, the CYWU's general secretary, said: "This will just ignite the flames of anger."
The decision comes ahead of a Joint Negotiating Committee (JNC) meeting between unions and employers on 14 December.
But James Mensah, negotiation officer for the JNC employer side, said all parties had agreed that subsequent pay claims would factor in the cost of implementing this year's deal.
