Public sector union Unison has written to the secretariat of the JNC claiming that it has more than 15,000 members in the sector and should have more seats on the committee.
At the moment the Community and Youth Workers' Union (CYWU), which has about 5,000 members, has eight seats and the casting vote. Unison has four seats, and the National Union of Teachers and the university and college lecturers' union NATFHE both have two.
The JNC will debate the matter when the staff side - the part of the committee that represents youth workers rather than employers - has its next meeting on 3 May.
