At a recent meeting of the unions on the staff side of the Joint Negotiating Committee there was "unanimous opposition to attempts by some employers to introduce less than four-point scales", according to Doug Nicholls, general secretary of the Community and Youth Workers' Union (CYWU).
The revised pay scales, approved following a CYWU strike last year, introduce a four-point scale of youth worker pay. But Nicholls said some areas, including parts of the Northwest and Gloucester, are using two-point scales for part-time staff.
He said: "We will consider going into dispute with a number of authorities. It is an absolutely gross misinterpretation of the agreement."
