Bob Perkins, chair of the union's Gloucestershire branch, said it had always had a good relationship with the youth service, but felt it had to call in national officers after the service made last-minute changes to grading criteria that will be used to transfer existing posts to new scales under the Joint Negotiating Committee agreement on youth work pay.
"We're disappointed that, after several months of work, these grading criteria issues came forward," he said. "The goalposts have been moved very late in the negotiations."
But Mike Counsell, principal youth officer for Gloucestershire, denied there were any problems. "It's just the ongoing negotiations we've agreed to have about the new agreement; we have no issues at all," he said.
