Opinion: Hot Issue - Should guidance standards cover targeted work?

The information, advice and guidance standards being developed for the Department for Education and Skills by Mouchel Parkman Learning Services will not include targeted work for young people deemed to be at risk.

My view is that to achieve personal, educational and vocational aspirations, every young person deserves support services that are of the highest standard.

New quality standards will be most welcome. We need to be assured that all provision is delivered by organisations and professionals who meet robust national standards everywhere in England, so that no aspect of integrated youth support provision is subject to becoming a "postcode lottery".

The standards are for everybody and young people with additional needs will be referred to specialists.

I don't think we should seek to cover every bit of guidance, because specialist agencies and other professions have their own standards.

If the standards had to cover all guidance, the danger is that they would become so glib and anaemic that they wouldn't be meaningful.

If you define information, advice and guidance in terms of the way Youth Access would define it, there's no question that any young person should not get equal treatment.

Young people may have particular needs that need addressing, but I don't see why that should make a difference to the quality of information, advice and guidance you provide.

A young person moves in and out of risk, so how would you determine which young people are in need of targeted support at any given time?

Of course. Otherwise, how can we be assured that all young people can receive the quality of support that they need and deserve? All support services, whether they are universal or targeted, should meet established national standards that are related both to the organisation and the people working in it.
