The standards, which will provide the basis for advice services for young people, are expected to be introduced in the autumn.
The Department for Education and Skills (DfES) is understood to have made significant changes to draft standards published in January, after widespread criticism from the sector.
The consultants who originally worked on the proposals, Mouchel Parkman Learning Services, stopped work on the contract in May. Independent education consultant David Andrews was brought in to work on further developments.
A spokeswoman for Mouchel Parkman said: "We were contracted to produce draft standards and the contract ended in May. We published the draft standards and they were well received. We recommended that the department road test the standards, and we understand that is what they are doing now."
