The standards, which are being written by Mouchel Parkman Learning Services, will be designed for all young people including those with learning difficulties or disabilities. But they will not cover guidance for young people "at risk".
Young People Now understands that guidance for young people at risk is deemed by the DfES as too specialist.
Ken Bore, Mouchel Parkman project director, said: "There's no intention by the DfES to exclude children and young people at risk. I know from developing quality standards in other areas that if you try to incorporate the needs of specialist populations, it's extremely difficult to produce generic standards."
