The draft standards cover commissioning, organisational aspects and provision of services. They were shared with a steering group of people from across the guidance sector at a meeting last week, before the production of a second draft for consultation next month.
Youth Matters: Next Steps says the quality standards will cover the full range of issues on which young people might seek information, advice and guidance, not just careers and learning.
But Mouchel Parkman Learning Services, the organisation commissioned to write the standards, is understood to still be working on ways it can reflect this diversity.
Youth Access director Barbara Rayment, a member of the steering group, said: "It's really important that local authorities don't think about information and advice purely in a careers context, particularly when commissioning services."
