I'd say no but they are moving in the right direction and trying to do more. Youth services have been asked to do a lot of things such as reduce crime and be part of a team and dealing with mental health is another thing for them to do.
As time goes on they will do more. Youth services have always done things that raise young people's self-esteem, providing educational activities and lots of different opportunities, so from that point of view they have been doing work on mental health anyway. Whether it has been labelled mental health work is a different matter, but it hasn't been sold to young people that way. The service hooks young people into activities and taking part helps in promoting mental health.
