The celebration marked the end of the first year of an NCB project, funded by the Home Office, the Department for Education and Skills, the Department of Health and the National Treatment Agency, to consult 14-to 19-year olds on the cross-governmental strategy.
During the project 18 young people discussed drug-related issues including access to treatment. They consulted with their peers and fed back findings to government.
One participant commented: "What I have to say is important. If you are a young person, then you can get other people in your area to listen, you know what you are talking about."
Baroness Massey spoke at the event, thanking those involved in the project for their contribution. The young people were also given a guided a tour of the House of Lords.
