Developed following extensive consultation with young people, teachers and managers, the guide highlights the need for units to develop SRE that supports pupils' emotional and social development.
Many of the young people involved in this project said they wanted good SRE that was "fun, safe and interesting".
One 15-year old girl commented: "I may sound like I know what I am on about, but there is a lot I would like to find out."
"The guide provides an overview of successful teaching about sex and relationships," said Simon Blake, assistant director of children's development at NCB, who compiled the book. "By implementing effective SRE, units can support pupils and build their self-esteem."
