Children in Scotland welcomes the Calman Commission's support for strengthening constitutional arrangements. However, the commission has missed an opportunity to make government work more effectively in the interests of Scotland's children.
We are particularly disappointed that the commission failed to consider concerns regarding the confusion over early years policy that involves split responsibilities between the Scottish and British Parliaments.
The Scottish Parliament has created the Early Years Framework to address Scotland's early years requirements. However, the British Parliament exercises control through the handling of child and family tax credits and childcare vouchers.
