The Scottish National Party would introduce a minister for the early years who would be part of a new department for education and training, if it becomes the largest single party at Holyrood following May's election.
Deputy leader Nicola Sturgeon highlighted the early years as a priority.She said: "In the early days of parliament there was some welcomeprogress on early years education, but that's an area where there hasbeen a faltering and a need for renewed action."
The Scottish National Party's proposed revamp would see the number ofexecutive departments cut by a third, from nine to six.
