NCB Now: Narrowing the gaps in early years services

Another new policy priority area for NCB will be early years. This follows its lobbying on the Childcare Bill during 2005/6 and policy work done by the Early Childhood Forum, which is based at NCB.

The Childcare Act 2006 placed a legal duty on local authorities to improve the wellbeing of young children living in their area and reduce inequalities in outcomes. The Act also legislated for the Early Years Foundation Stage (EYFS), which was introduced in September this year.

The EYFS provides a framework for assessing young children's development and monitoring the effectiveness of early years and childcare services. NCB wishes to foster continued commitment - across political parties, local authorities and early years settings - to the implementation of the EYFS.

Lisa Payne, principal policy officer at NCB, says: "We are committed to the framework, but also aware of concerns that it will lead to a target-driven culture within the sector. So we will therefore be urging the government to provide local authorities and early years settings with the necessary tools to take a broad approach to young people's wellbeing and prevent the development of a tick-box approach."
