PROPOSALS TO TIGHTEN ADOPTION RULES

The DfES has issued a second package of draft regulations and guidance under the Adoption and Children Act 2002, which proposes tighter restrictions on the preparation of adoption reports in England and Wales. It also recommends new arrangements for adoption orders made overseas. The document sets out the qualifications needed for preparing assessments and evaluations.

It also outlines clear criteria that must be met before adoption orders made outside the British Isles can be recognised in England and Wales. Consultation responses are required by 1 May 2004.

REPORT DECIDES ON 11-PLUS ABOLITION FOR NI

Northern Ireland's education minister, Jane Kennedy, has announced new arrangements for post-primary education and has confirmed that the current 11-plus transfer system is to end in 2008. The announcement comes after consideration of a report from the Costello Working Group to abolish selection as well as the 11-plus transfer test. Kennedy said the system would promote parental choice. The Costello Group report can be downloaded from the 4 Nations Child Policy web site.
