By March 2004, the Government states that no homeless family with children should be placed in bed and breakfast accommodation (unless it is a short-term emergency), as living in such circumstances can be detrimental to the health and development of children. New guidance from the Office of the Deputy Prime Minister offers more information on making suitable provision for homeless families.
The Northern Ireland Human Rights Commission has published a review report of human rights issues involved in mental health law, policy and practice in Northern Ireland. Of particular interest is the report's comment that the needs of young people with mental health problems remain "dramatically underestimated" and that there are "substantial gaps in service provision". The report states that legislation should include a framework that takes account of their interests and health requirements, and safeguards their autonomy in relation to consent to treatment. It also calls for a commitment to a regional Child and Adolescent Mental Programme as a way of improving services for young people.
